At the southwest corner the Basilica, perhaps a law-court and stock-market combined, can be dated on the basis of its architectural detail and First-Style plasterwork, in which are cut graffiti in the Oscan alphabet, to the second half of the second century. To the north of this the Temple of Apollo, with a dedicatory inscription in Oscan set in its pavement, already existed on the forum’s western flank. At the south end may have stood administrative buildings, precursors of the trio in existence in 79. It is even possible that the Temple of Jupiter, whether dedicated to the Capitoline deity of the Romans or to some other, already overlooked the piazza from the north. On the southern edge of the city an enclave of buildings of Greek character. The so-called Triangular Forum with its Doric temple of the sixth century BC already formed a religious precinct. Adjacent to it was the large theatre, built during the second century BC.

Of the buildings in the forum area, it is in conceivable that the colonists did not make changes to the dominant temple at the northern end. Even if this was already dedicated to Jupiter, there was probably now a rebuilding that laid emphasis on the Capitoline version of that god’s cult, in which Jupiter shared honours with Juno and Minerva. It may have been at this stage that the base for the cult-statue within the temple was radically re-designed and monumentalized. At the south end of the forum the Comitium, or voting enclosure, though perhaps begun in the pre-colonial period, was brought to completion in the first years of the colony. Much of the building work of the colonists was carried out in a distinctive technique of quasi reticulatum in black lava with cornering in brickwork(often arranged to form a series of superposed wedges).

The provenance of the inscription that records this dedication is uncertain, but it has been plausibly linked with one of the buildings on the east side of the forum, the so-called Temple of Vespasian. If this is correct, Mamia owned (or brought) the plot in question, because she, like M.Tullius, records that the temple was built not just at her own expense but on her own land. An Augustan date for the building is supported by the imagery of the reliefs on the altar which stood in front of the temple. We may, therefore, suspect that the monumentalization of the forum’s east front, with the old shops and workshops giving way to large public complexes, began in Augustran times.

Its southern neighbor, usually called the Sanctuary of the Lares Publici but identified by Zanker, plausibly, as a sanctuary for the imperial cult, may have been added even later, perhaps not until after the earthquake of AD 62. Other buildings around it, such as the vegetable market to the north of the Sanctuary of Apollo, and the three administrative buildings on the south side, could also have taken their final form at this time. The monumental development of the forum may, therefore, have continued through the early imperial period. A post-Augustan date is supported by details of the building’s Third-Style wall paintings, known from nineteenth-century drawings. The whole picture is one of individual initiative, in which leading magistrates vied with each other to make an impact upon the urban landscape in this most prestigious area of the city.

The position of the new baths, like the old, was strategically chosen to benefit as large a slice of the urban population as possible. They served the northern and western quarters, leaving the Stabian baths to cater to dwellers in the centre and east. It is interesting that both sets of baths were fitted in irregular insulae, which straddled the transition between the old quarter of the city and the more regular developments to the north and east. If, as Eschebach argues, there was formerly some kind of physical boundary or pomerium round the old quarter, these blocks may have been relatively sparsely built up, thus providing the only feasibile sites which were both centrally positioned and large enough to accommodate the baths. The buildings of the colonists made an important mark on Pompeii’s public landscape; they set the stamp on its transformation from the Hellenized Samnite city of the second century BC to the Roman city of the early Imperial period.

Other buildings of the colonial phase can be identified on historical or archeological grounds. Pre-eminent was the Temple of Venus, the patron goddess of the colony. This was constructed on a lofty platform at the southwest corner of the city, adjacent to the Porta Marina, where the goddess would be able to control and protect the route by which visitors arrived from the commercial port.

Moreover, its location at a busy crossroads two streets north of the forum was well suited to advertise the cult and, with it, the munificence and political correctness of the donor. The land on which the temple was built formed part of Tullius’s private property, and he was fortunate to be able to turn this circumstance to advantage. Another prominent citizen of the Augustran period was M.Holconius Rufus, who held all the chief posts in the local administration, acted as a priest of the imperial cult, and like Tullius was rewarded by the emperor with a grant of the military tribute. During his third tenure of the duvirate, i.e., not long before 2 BC, the year of his fourth tenure, he and his fellow duovir, C. Egnatius Postumus, built a wall which obstructed the lights of houses adjacent to the Sanctuary of Apollo. An inscription found in the sanctuary records the compensation paid to the householders who were affected.

It is normally believed that the layout of the precinct, with its rigid axial planning and colonnaded courtyard, goes back to the second century BC, but recent trial excavations have yielded dating evidence that points to building activity in the late first century BC. Since the wall that impinged upon neighbouring properties was clearly the west precinct boundery, and since this is an integral part of the overall plan, it seems that Holconius and his colleague were responsible for a radical rebuilding and enlargement which resulted in the suppression of an early street along the west side. In either case their concern for the cult of Apollo acquires added significance when one remembers that Apollo was Augustus’s patron deity. It was natural to demonstrate allegiance to the new regime by promoting the interests of its leader’s favourite god.

The dedication of a new labrum in the Forum Baths, dated to AD 3/4, may have been one consequence of it. The building of the Suburban Baths outside the Porta Marina may have been another. The reign of Augustus was a seminal phase in the history of Pompeii’s public landscape, but it merely marked the beginning of a development that continued under Augustus’s successors. Sometimes it is difficult to know whether buildings should be dated to the Augustan or Julio-Claudian periods. On the east side of the forum, for instance, the Building of Eumachia, whose precise function is uncertain but was certainly in some sense commercial, contained references to Augustan propaganda, including replicas of the statues of Aeneas and Romulus from the Forum Augustum in Rome, but its dedicatory inscriptions, which record that Eumachia constructed the building in her own name and that of her son, M. Numistrius Fronto, and dedicated it to Concordia Augusta and Pietas, fit a period early in the reign of Tiberius, and especially the years AD 22-24, when there was emphasis on the close relations between the emperor and his mother Livia, and concepts such as concord and filial devotion (pietas) would have been in fashion.

The use of this technique characterizes another major new building, the Forum Baths. Situated in the block immediately to the north of the Capitoline temple, these represented a state-of the-art project incorporating not just bathing facilities but also shops and upstairs apartments, and were clearly intended as an amenity for the general population, among whom the bathing habit had taken a firm hold, rather than for the colonists alone. Significantly, a pair of inscriptions which have been ascribed to the Forum Baths records the magistrates who supervised the work as operating at public expense rather than paying from their own pockets. Evidently the Stabian Baths were now inadequate to the requirements of the city, and a new establishment was needed to relieve pressure on them. At the same time the Stabian Baths themselves were modernized, as an inscription reveals, by the addition of a laconiun and destrictarium (room for rubbing down after exercise) and by the reconstruction of the Bath’s palaestra and its porticoes.

The most drastic modification of an existing cult was the conversion of the temple at the north end of the forum into a Capitolium to house the three-fold cult of Jupiter, Juno and Minerva, imported from the Capitoline hill in Rome. Venus had been the patron goddess of Sulla whose veterans formed the first colonists, and the official name of the colony, Colonia Veneria cornelia, connects it both with Venus and with Sulla who belonged to the gens Cornelia. t was built on a vast artificial platform and must have been intended to be conspicuous from the sea like several other famous temples of Aphrodite. In the shrine of uncertain dedication near the Greek Theatre the cella was rebuilt, and several changes were made in the precinct. The new temple demonstrated the supremacy of Rome’s most prestigious cult, and emphasized the romanitas of the new colony.
