LOOP ROAD　というのは　環境道路ですね。　防火用環境道路 （おそらくですが）　工場の周囲を一回りする　環状道路かと。工場火災の時には　（環状が完成していないで　どこかで切れていると）詰まってしまうので　どちらからでも廻って消防車が来れるように　周囲を道路が一回りしている必要があるかと。

    The task force reached Rabaul on 11 September, where they found the port to be free of German forces. Sydney and the destroyer HMAS Warrego landed small parties of naval reservists at the settlements of Kabakaul and at Herbertshöhe.
