おっしゃるように，普通は not A と否定があって，not B, either「B もない」とします。 しかし，たまに，前が肯定であったり，前に何もなく使われることがあります。 ただ，肯定といっても修正的に否定の要素があったり，何らかの否定の意味合いが含まれています。 今回の場合も，日本語でも同じ 「ケニアに限ったことでもないが」 別に「では」でもいい。 「ある他の国に限ったことでなく，ケニアに限ったことでもない」 こういう否定が前提にあるとも言えます。 ただ流れとしては「ケニアに限らず，世界のどこでも起こることだ」 として，「たとえばインド，エジプト，メキシコ」と続いていきますのが， これらの国は worldwide の具体例として挙げられているので， 「ある国に限ったことではない」という前提がこれらの国というわけではないと思います。 とにかく，「ケニアもない」の前に特定の「○○はない」というのは出ていません。
