the past few years で「この数年」 今の話をしていれば「今までの数年」 過去の話をしていれば「その過去までの数年」 後の文で ARE という現在形を使っていることから，今のこと。 よって，HAVE TAKEN という現在完了。 ここでは「怒り続けている」というより，「起こってきた」という感じなので， 現在完了進行形 have been taking place より，have taken place で十分です。 「～してきた」というのはある程度幅のある期間にわたっていますが， 継続・経験・完了がまざったような意味合いです。 England has produced a lot of great poets. こういう「数多くの詩人を輩出してきた」 感覚で，「ずっとし続けている」というのとはちょっと違います。
