正しい解釈はこうです。 要するに、財政がひっ迫しているのは、国防費によるものではないのだから、国防費を削減するのは間違っているといいたいのです。現在の軍の規模は冷戦後よりもかなり減っているわけで、（ここから最後の文）彼が他にどんな策を凝らしているのか知らないが、少なくとも（彼のしようとしていることは）膨れ上がった軍に削減のメスを入れているのではない。
