形容詞の mean にはさまざまな訳を当てることが出来るので、その前の部分からどうつながっているのかが分らないと、何ともいえませんが、ひょっとしたら、「（その犬は） 始末に終えなかったんだ」 つまり、獰猛な犬だった、という意味で言っているとも取れます。
