we did not hire additional help because Ms Smith has assured us that he can complete the project by_とあるんですが 選択肢の候補にhimとhimselfがあって 正解はhimselfなんですが、himではいけないんですか?by him by himselfはどう違うんですか?

by の目的語という見方でのみ説明します。 「自身で」という意味で用いる時には self を付ける必要があります。She stands by him. とか a book written by him などは単に「彼のそばに」「彼によって」ですので self は付けません。でも He can do it by himself., He will be trying to work out how to do it by himself. などでは「彼自身で」という意味合いなので self が必要です。
