英訳 意味

In January 2010, the Government of India decided to withdraw 〈Deemed university〉 status from as many as 44 rations were not being kept in mind by the management of these institutions and that "they were being run as family fiefdoms". ここでのdeemed universityの意味を誰か分かる人いますか? 自分で調べてんですが、僕の英語力では意味分からなかったので誰かお願いします!!

Wikipedia [Education in India] に同じ文があります。 Deemed university status については同じく Wikipedia に説明があります。 > Deemed university is a status of autonomy granted to high performing institutes and departments of various universities in India.  (http://en.wikipedia.org/wiki/Deemed_university より引用) 要するに 「独立した組織としての大学」 といったような意味ではないでしょうか。全国的な統一されたカリキュラムなどに従わない、独自の教育方針に基づく教育機関というようなものではないでしょうか。
