> In fact , I could see people stopping and helping others この部分は問題ないでしょう。 > and being just as concerned for the safety of those around them as they were for their own 例の as ... as ... のパターンです。 後ろの方から訳すなら、they were for their own (それが自らのものであるごとく) に being ... concerned for the safety of those around them (彼らの周りの人々の安全に気を配る) ということになります。 those around them の those は 「人々」 のことです。 後は適当に日本語らしい文に統合していただければ一丁上がりです。
