Regardless of schools and programs, the graduate applicants are expected to get at least a score of 550-600(PBT) or 85-100(iBT) in TOEFL as minimum qualifications. If your TOEFL score falls short of this bracket, you will need to work on your English proficiency.ESL program is for those who have some deficiencies in English. You are expected to do well with your English proficiency, if you want to go to the grad school. I personally don't think 1-2 months is enough for you to study the TOEFL--especially if you plan to take an iBT format, unless you have at least a semi-1st grade in the STEP English.
Moreover, you also need to take the GRE general test depending on the schools you choose. This is much more difficult than the TOEFL exam. If your main concern is TOEFL, I suggest you choose among schools (such as CSU system) that do not require the GRE test for admission.

Most cities in CA are really expensive. Some cities in the Bay Area(San Jose, Fresno, etc.), Northern California(Sacramento, Northridge, East Bay), or Southern California(San Bernardino, Santa Monica, etc.) are pretty much reasonable compared to San Francisco and LA. You should also consider Oregon, Washington state, or Mountain region (such as Idaho, Wyoming, and Montana).
