I disagree with this statement.
Certainly,English language is a most powerful communication tool,and is important today.However,as we know, the vast majority of Japanese have little to do with English.At least we dont necessarily meet foreign people flequently.
To be sure,we cannot neglect English.You may get mail orders written in English,and may communicate with clients abroad,but it doesnt mean you'd better be able to speak English.Instead of trying to learn to speak English,it is more helpful for you to learn to read and write Chinese,Spanish,or Russian.
On this point of view,adopting English as its second official language is not good idea.

First of all I do not agree with this opinion. It is true English is nowadays one of the most powerful and important communication tools. But I wonder how many Japanese people find it necessary to use English in their daily life. In fact hey have almost few chance to meet and talk with foreign people in the office or on the street. Of course, English is surely important, for example, on global internet shopping as all the messages are written in English. But it does not mean you have to speak English well. Instead of spending much time and energy to study English, I think it would be more helpful to learn other major languages like Chinese, Spanish or Russian as they are becoming more important for Japan to deal with those speaking these languages. So, I do not think adopting English as its second official language is a good idea.
