Whatever the reason for their migration, how do birds know when it's time to take off on their long flights? We know that they migrate quite punctually every year when the season is changing. And what is the surest, unmistakable clue to the fact that the season is changing? The length of the day! It is believed that birds can tell when the day gets shorter (and longer in the spring), and this is the best “alarm clock” they have to tell them to get along.

上記の文の最後のandからalongまでについてthey have toが「～しなければいけない」という訳ではないことはわかりますがto tell以下がどこにかかるのか?がよくわかりません

　彼らが、毎年、季節が変わると、正確に移動するのを我々は知っている。では季節が変わる、という確実で，間違いの無い、手がかりはいったい何なのか？

　それは、一日の長さだ。（渡り）鳥は、日が短くなる（春には長くなる）のが分かると我々は信じている、そしてこれ（日の長さ）が出発しろ、と告げる、最善の「目覚まし時計」なのだ。」

　to tell 以下は "alarm clock"似かかっています。「～を告げる『目覚まし時計』」です。to have も「彼らが持っている『～時計』です。

終わりの　get along　は、下記の５番目のように「立ち去る」という意味です。

最初の意味の塊は
this is the best "alarm clock" they have => the clock
２番目の意味の塊は
to tell them to get along.

つまりthey haveは前のalarm clockにかかりますので、「渡り鳥が持っている時計が彼ら自身に旅立ちの日を知らせべき役割を持っている」などとなるのではないかと思います。
