「まんがはじめて物語」のようなネタですね(いまじゃ「モグたんとお姉さん」も通じないか)。 しかし,これ(前文:貿易商たちが異なった交換比率をつくりだしたこと)は長期にわたる遅々とした過程であり,個々の貿易商に応じて,しばしば異なったように発達した。 この訳文から構造を考えてください。

読み直してみてまぎらわしいので,No.1の補足をします。 different rates of exchange のほうは,通貨AとB,AとC,BとCなどの間で<いろいろな>比率を定めた,ということでしょう。 developed differently のほうは,AとBの比率だけをとっても,<貿易商XとYでは異なった>ということでしょう。
