こんにちは。他の方の書き込みがあるまでのつなぎということで。 １．the number of class hoursは厳密に言うと授業時間数なのかなと思います。 "give priority to having children learn to read, write and calculate through the repetition of basics" 平たく言うと、基礎の繰り返しを通して、読み、書き、計算を子供たちに学ばせることに重点を置く（優先させる）、ということで、次の、"in an apparent attempt to improve students' academic performance." で、それが、生徒の学業成績を向上させる明らかな試み、ということになるでしょうか。 apparentというのが、もう少し単語自体の意味が生かせる訳ができればいいのですが・・・。 そういうわけで、結果的には、繰り返すことで読み書きができるようになるような取り組み、ということと同じかもしれませんが、取り組みの内容が抽象的に感じてしまうような気もします。 ５．では、"teachers are the ones who know what needs to be done." と最後に締めくくっていますが、何がなされるべきか知っているのは教師だ、ということで、ここで、teachers know... ではなく、teachers are the ones who know という文章になっていることもポイントかなと思います。 というのも、基礎の繰り返しを求める教育再生会議に対して、教師が必要と感じているものが必ずしも基礎の繰り返しではない、何が必要かを知っているのは教育再生会議ではなく教師だ、という強調になっている、と受け止められるかと思います。
