1.She bought her wedding dress (in) an exclusive shop on Fifth Avenue. 2.While Dave was (at) the top of the Eiffel Tower, he could see .... 1の英文の(in)はatではだめでしょうか。また、2の(at)はonではどうでしょうか。

１ 前置詞のイメージですが、atは一点をさす、inは空間のイメージです。 ある一点で買い物をしたというより、ある空間で買い物をしたという方がしっくりきます。 ２ onは何かに接している、何かの上でというイメージです。 on the wallなど。ですので、一点をさすatの方がふさわしいです。 ○か×かでいうと、１は○、２は使えないかもしれません。
補足
２ですがon the top にすると、まさにtowerの上を表してしまう。一方、atは「そのあたり」を表すので（ex. at the door)上の方（たとえば展望台のような場所）を表す、と考えられないでしょうか。
