While Israeli ground forces were pushing late last week into southern Gaza, where Hamas uses tunnels to smuggle in weapons from Egypt, its declared goal is not to close the tunnels, but to get others—Egypt, Europe—to do it. That leaves the rockets, and rocket attacks from Gaza have fallen by a third. こんにちは!  its declared goal is not to close the tunnels, but to get others&--Egypt, Europe--to do it. That leaves the rockets...  と言っていますので、前の文の強勢が、not A but B の B にある以上、that は、to get others--Egypt, Europe--to do it を指すと思います。つまり自分たちで潰すんじゃなく、密輸元の国々に潰させるわけです。イスラエルが潰したら、別のルートでやりかねない。  それがうまくいけば、ある意味でエジプトとヨーロッパにもう密輸をやめると認めさせることになりますので、ハマスには武器が渡らなくなる保証になる...  That leaves the rockets. は、直訳では、それはロケットを置き去りにする、ですね。とすると、イメージとしては、現有のロケットだけがポツンと残されているといった、軍事的に頼りないイメージを喚起します。兵站ルートを断たれた軍隊のイメージです。  もう新規の武器(その中には新たなロケットも含まれているでしょう)は入ってこない。そうなるとかつての日本軍のように残存武器を使い惜しむようになります。  そういうこともあって三分の一減ったのでしょう。締めつけが利いている証拠です。  そうであればイスラエルの勝利も不可能とはとても言えない状況である、ということなのだと思います。  以上、ご参考になれば幸いです!

(3)後半のcouldですが必要なのでしょうか? 全体の意味は「パレスチナのロケット攻撃に反応した決定はイスラエルがきわめて重要なゴザへの供給の流れを制限することを意味する」のように見えるのですが、これだとcouldがあると変に感じます。 お願いします

あまり自信はありませんが、書き込みさせていただきます。 That は、トンネルを使えなくしてエジプトからの武器の密輸入を阻止することを意味するのでは? そして、武器の密輸入をストップできたら、That leaves rockets (それはロケットを残す → 残る問題はロケットだけだ)となるのかも。 最後の三つの文章を訳すと 「そうすると残る問題はロケットだけだ。そして、ガザからのロケットの攻撃は3分の1減少している。こういう状況であれば、勝利(狭い意味においてであるが)にはほど遠いというわけでもなさそうだ」 ぐらい? 。 他の実力者の方のご意見を私も待ちたいと思います。

(今ある)ロケットはそのまま(Gaza 内に)残った、ということでは。 3分の1に減少した、ではなく、3分の1減少した、では。
