アプリケーションの話であれば、integrationは「統合」と普通訳します。既存のアプリケーションに新しいアプリケーションを組み合わせたりすることをintegrationと言います。 ただ、ご質問の文章ではヘッドというハードのintegrationのことを言っているのかもしれません。この場合はヘッドを本体（プリンター？）に組み込むことを指すと思います。 「新興アプリケーション」というのがわからないのですが、元の英語は何ですか?

インクジェットに関してはほとんど知識がないのですが、ちょっとだけ調べてみました。一般人の立場から、憶測の域を超えないものですので参考意見として読んでください。 インクジェットヘッド技術は、最近では従来の印刷の範囲を超えてさまざまな分野で応用されているようです。(参考URL参照） ここでいうapplicationは、ソフトウェアのアプリケーションではなく、「応用」という意味ではないでしょうか。emergingは「最近盛んになってきた」というような意味です。 これまでとは異なり、このような新しい応用分野では、インクジェットヘッドはプリンタよりもずっと大規模なシステムの一部として組み込まれます。相対的に、ヘッド自体の値段は低くなりますが、そのようなシステム向けのヘッドを開発し、組み込むための費用は大きなものなのではないでしょうか。 というわけで、ヘッドの開発費用とシステムへの統合（組み込み）のための費用が大きいことが問題になる、と言っているような気がします。

文の構造からしてdevelopmentと対比されるものと考えるべきでしょう。 複雑なシステムのヘッドの開発比に劣らないほどの新規費用とはなんでしょう。 基本的に何かの技術スペックに対してそれを満たす作業をdevelop、そしてそれを実用化する作業をintegrateと考えてはどうでしょう。 たとえば小型化とか、メイン機器とのインターフェイスとかいったものではないでしょうか。場合によっては既存の法規制範囲内に収まるようにするのもintegrateのひとつでしょう。
