- I'm an English retry group. I don't understand what 'authorized' means. It seems like 'California counties were given federal funds for' temporary housing, home repairs, and low-cost loans. I thought it might be the omission of a be verb, but in the sentence 'there is a man who struck her', if we omit the be verb, the meaning will be opposite... So it seems that omission is not possible.

このwhich の先行詞は前の文全体で、「ブッシュ大統領がカリフォルニアの7つの郡を大規模災害地域にすると宣言したこと」がフェデラルファンドを...に使うことを認定した、ということになると思います。
