IMFのWebページに、On potencial explanation is that fiscal policy may in fact have been Procyclical in most development countries over the sample period.とあったのですが、この procyclicalとはどのような意味でしょうか？ 英和辞典にも載っていなくて困っています…

同じような質問が外国語のカテで出たばかりなんですが、英語の問題だし、例文も違うので こちらで出させていただきます。 次の文です。 “He has liked that since he has been in the world.” そこで質問です。私の手持ちの英和辞典にも英英辞典にもsince節内で 現在完了が使われた用例はないんですが、過去形とどのようなニュアンスの差があるでしょうか？
