ありえます。 当然・必要・驚きなどの判断や、感情を表すthat説の中ではshouldを用いるのが普通です。Shouldは特に訳されません。 It is a pity (natural, strange, necessary) that you should do so. 「あなたがそれをするのは遺憾だ（当然だ、奇妙だ、必要だ）」 ご質問文はshould mustを助動詞を２つ続けて使うことができないために、mustを動詞have toにして「～なければならない」という意味を残したのでしょう。意味は「デイビッドが勉学を諦めなくてはならにのは残念だ」となります。

「～すべき」という意味の should の後に，さらに have to がくることは普通ないでしょうが，この should は特に意味がなく，「驚き・残念」などの感情を表す that 節内で用いられるものです。 したがって，should have to でも正しい英文です。「あきらめねばならないとは残念だ」という意味です。 should have given とすることも可能です。（「あきらめてしまったとは残念だ」という意味になります）

こんにちは。 １）It is [★aが必要] pity that David should have to give up his studies. ２）It is a pity that David should have given up his studies. 両方とも英語として成立すると思います。 文法書の shouldの用法をご覧になると、この shouldが、「べき」という意味ではなく、「～だなんて」という意味であることが記載されていると思います。 １）は、デイヴィッドが学業をやめなければならないなんて残念だ。 ２）は、デイヴィッドが学業をやめなければならなかったなんて残念だ。 この問題はおそらく１）を正解としていると推測します。 ただ、今の英語では、 １）It is a pity that David has to give up his studies. ２）It is a pity that David had to give up his studies. が自然だと思います。（これは僕のカンにすぎません。ネイティブに聞いてみるといいと思います。）

合ってると思いますよ。 多分ですが・・・ have toで「～しなければならない」＝mustの意味があるので shouldとmustは並べられないのでそういう風になってるんだと思います。
