すみません、分詞構文ではなさそうです。 よく考えてみたら the ordinary citizen が主語になってる文がないので あれが分詞構文である可能性は、例外的に独立分詞構文として扱わないと ０％です・・・・。

例を挙げると、英辞郎に、 As is often the case with victims, she doesn't want .... 被害者にはよくあることだが... As was pointed out at the time, he was no longer .... すでに指摘されたように... などの例文がありますが、 この最初の "as is(was)" を文法的にどう解釈するのか分かりません。 as が 主語なのでしょうか？ それとも何らかの主語が省略された表現なのでしょうか？ 英検3級止まりの英語力でも分かるように説明していただけたら助かります。 よろしくお願いします。
