There is no abbreviation for it - and it is difficult to find the right word for it. I can best describe it as an amoeba-like force that seems to smother large parts of the educational establishment. （中略） Amoebic thinking is driving the agenda for total inclusion, shutting special schools and pushing children who would benefit from attending them into mainstream schools. この文で、driving the agendaとはどういう意味でしょうか？計画を急かす？あるいは、議題（政策）を運転（コントロール）することでしょうか？"driving the agenda"でgoogle検索するとたくさんでてくるので、それなりに使われる言葉のようですが、検索結果を読んでもイマイチよくわかりませんでした。また、その後のfor total inclusionは、自分はアメーバが完全に何かを飲み込んでしまうという様を想像したのですが、そのような解釈であってるのでしょうか？

driving the agenda agendaを推し進める、という意味で、agendaをアジェンダとしてしまう手はあっても、意味がはっきりせず、さてどう訳すかです。 total inclusion 全体を一体化すること、つまり、特別学級は解体して普通科クラス一つにしてしまう、ということでしょう。 ここのところを訳すとこうなると思います。 「アメーバ思考(捉えどころのない考え方)のおかげで(学校制度の)完全な一体化という表に現われない政策が推し進められている」
