よい英語教師というものは、よい英文を書くという事になると、理論と実践を別けて考えたりしないものだ。 ライティングの時は、文法ばっかり考えているといつまでたってもできない から、実践してみなさい、っていう事じゃないですかね？

意訳すれば、「最も良い英語の先生は、上手い文章については理論と現実の違いをつべこべ言ったりしない」とでも訳せましょうか。 よく頭でっかちほど「これは文法的には間違いだよ」などと毒づいたりしますよね。いい先生は、文章の通りがよければ、文法的な間違いなど一々指摘したりしないということだと思います。 ちなみに「when it comes to...」は「～のことになると」という意味の熟語です。
「最もよい英国教師は、理論と練習が分離していないことが、良い英作文につながる（ｃｏｍｅ至る、到達する）ということを分かっている。」 とでも、訳せましょうか。 ｓｅｅは、普通見るという意味に取られやすいですが、 「分かった」と相づちを打つとき、「I see」と言いますね。見える…分かる…認識する…というようなニュアンスと思います。
