２つも投稿してしまい申し訳ありません！！入りきらなかったのでやむなくもう一つ書かざるを得ませんでした。失礼とは思いますがどうかご協力お願いします。

日本での脳死の臓器提供には「本人の提供意思を表示した意思表示カードがある」ということと「家族が承諾する」という厳しい条件が課せられており、こうした法律が出来たことによって脳死や臓器提供に関する社会の理解も深まってきている。

Although it does not say that brain death is accepted generally, when it is actually becoming brain-dead in a world, there are many people hoping to offer internal organs. I cannot think it right to make light of the opinion of such people and to insist the brain death contrary. If organ donation can carry out more than now, the future of the patient who waits for offer should be opened further.

In Japan, we have some strict regulations that require the donors to carry a donation card, which clearly states the donor's will to offer his or her organ in case of his or her brain-death. And it is necessary that the donor's family respect the donor's will and accept his or her organ to be transplanted to other people.
These conditions may narrow the number of chances but the fact that we have such kind of law helps people understand the need of organ transplantation and the importance of accepting brain-death as a type of death.

そうでないとして、あっさり、勝手に解釈して英文にしますと・・・
Wider understanding of the brain-death does not automatically mean that the concept is generally accepted. But in fact, more people are willing to offer their organs in case of their brain-death. Those willful people put various positive reasons for the idea of their organ transplantation. I don't think it is right to use their reasons to persuade those who are against the idea, but if we could have more donors, obviously, they could give greater hopes to the patients who are waiting.
こんな感じでしょうか。ただ、英文の運びとしては少々問題で、論理性に欠けているきらいがあります。「理解が広まったからといって一般に受け入れられたわけではない」当たり前のことですよね。「臓器提供に理解を示す人の言葉をそのまま反対者に向けるのはどうかと思う」というのも、当然です。英文としてはむしろ、「理解が広まって、提供者も増えて、支援者も嬉しいし、何より、臓器を待っている患者さんたちにとっては、希望を膨らませる明るいニュースになっている」的な流れの方が、英語らしいと言えましょう。（でも元の文の運びがそうなっていないので、そうはしていません。あしからず）
