これは推測のmustか義務のmustのどちらですか?

If we are to be successful in carrying out these policies, it is clear that we must have continued prosperity in this country and we must keep ourselves strong. 取ろうとする政策を述べたあと、このパッセージです。文の構造は "it is clear that we must keep ourselves strong." なのか、それとも独立して "we must keep ourselves strong." なのかどちらでしょうか? すなわち、前者は「に違いない(推測)」、後者は「しなければならない(義務)」 どちらの解釈が妥当でしょうか?

it is clear は、以下の二つの節に平等に掛かっているものと考えます。 これらの政策を成功裏に実現させようとすれば、次のことは明らか(な必要条件)だ。すなわち、この国においての繁栄を今日まで維持して来ていなければならないこと(これは現時点までの前提条件として)。そして、その強さを(今後も)持ち続けなければならないこと。(この二点である) 前者を推測ととると、主張として弱くなってしまいますし、文脈も変です。「これらの政策を成功させようとするならば、わが国が今日まで繁栄し続けて来たに違いないと言うことは明らかである」?論調から言って、「繁栄し続けてきた」ことは「確信」しているのでしょう。それを前提として確認したうえで、"must keep ourselves strong"と言っているんだと思いますよ。

私はしいて分類するなら「意志」だと思いますよ~。 助動詞ってのは話者の気持ちをこめるときにつかうものですから。 ~だろう ~しなければならない だと、客観的で全然話者の気持ちがこもった感じがしませんよね。 まとはずれな回答だと思われたならシカトしてください、では~

こんばんは。 もしこの must が「推量」の意味だとすると、that 以下で「~に違いない」と言って、形式主語の it で「それは明らかだ」というのは、文脈的におかしいです。 must を「義務」の意味で使う場合は、話者の意思で「~でなければならない」というときです。これが外的要因による have to と違う点ですが、この文章で、話者は、it is clear that と言わないで直接 we must have continued.... とも言えたはずですが、その文章を that節に押し込めて「~を継続すべきだ」と言った上で「それは明らかである」と言っていることで、若干、断定を和らげているのです。

#1ですが、#2さんの解説が正しいと思います。すみませんでした。continued を形容詞的にとると言うことに気付きませんでしたので…。時制もそろい、文意も明確になりますので、そちらのほうが正しいと思います。失礼いたしました。

We must have continued prosperity.とは、 「継続的な繁栄を持っていなければならない」つまり「引き続き繁栄しなければならない」ということです。continuedを形容詞として使うのは、「高度な政治的判断に基づく婉曲語法」ではないでしょうか。いつまでどれくらいの割合で経済成長をすることを持続的発展と定義するのかはっきりしなければ、政策を語れないでしょうから。
