another ugly chapter は 「他の卑劣な一章を」 より 「新たな愚かな１章を」 くらいにした方が日本語の文としてより自然かも。また、完了形の文であることを考慮し、文意を取って 「反移民の動きは、それまでほとんど注意が向けられてこなかったのに、トランプ大統領はそれを蒸し返すような真似をした」 などとしてもよいかも。
