It doesn't get madder than this. Swaziland is in the grip of a famine and receiving emergency food aid. Forty per cent of its people are facing acute food shortages. So what has the government decided to export? Biofuel made from one of its staple crops, cassava. The government has allocated several thousand hectares of farmland to ethanol production in the district of Lavumisa, which happens to be the place worst hit by drought. It would surely be quicker and more humane to refine the Swazi people and put them in our tanks. Doubtless a team of development consultants is already doing the sums. This is one of many examples of a trade that was described last month by Jean Ziegler, the UN's special rapporteur, as "a crime against humanity". Ziegler took up the call first made by this column for a five-year moratorium on all government targets and incentives for biofuel: the trade should be frozen until second-generation fuels - made from wood or straw or waste - become commercially available. Otherwise, the superior purchasing power of drivers in the rich world means that they will snatch food from people's mouths. Run your car on virgin biofuel, and other people will starve.

For example, one popular biofuel is called bioethanol, which is produced from grain. Bioethanol can be used to power cars with specially adapted engines. Biofuels can be produced from a host of different agricultural products. Their development has been brought about by a combination of new advances in technology and government backing. Brazil has been a pioneer in this field. It makes the biofuel ethanol from sugar cane. Partly motivated by the oil crisis of the 1970s and by a desire to reduce its dependence on oil, Brazil invested heavily in biofuels and incentivized their use, particularly in motor cars. In 2005, more flexi-fuel vehicles (cars that can run on ethanol, gasoline or a mixture of the two) were sold in Brazil than purely gas driven ones.

After the failure of the all-conservative government, the Grand Duchess turned to the leading liberal politician, Victor Thorn, to form a new government. After Eyschen's premiership of 27 years, two governments had come and gone in three months, and the Luxembourgish people were becoming disillusioned with the failure of the politicians. Thorn's nature was to be a conciliatory leader, and he made a direct appeal to the Chamber of Deputies to support his government, no matter the deputies' individual ideological persuasions: "If you want a government that acts, and is capable of acting, it is imperative that all parties support this government." This support was forthcoming from all parties, but only on the condition that each was invited into the government; Thorn was left with no choice but to afford them this. The resulting grand coalition cabinet included every leading light in Luxembourgish politics; besides Thorn himself, there were the conservatives Léon Kauffmann and Antoine Lefort, the socialist leader Dr Michel Welter, and the liberal Léon Moutrier.

The most pressing concern of the Luxembourgish government was that of food supply. The war had made importation of food an impossibility, and the needs of the German occupiers inevitably came before those of the Luxembourgish people. To slow the food supply's diminishment, Michel Welter, the Director-General for both agriculture and commerce, banned the export of food from Luxembourg. Furthermore, the government introduced rationing and price controls to counteract the soaring demand and to make food more affordable for poorer Luxembourgers. However, the measures did not have the desired effect. Increasing numbers of Luxembourgers turned to the black market, and, to the consternation of the Luxembourgish government, the German army of occupation seemed to do little to help. Moreover, the government accused Germany of aiding the development of the black market by refusing to enforce regulations, and even of smuggling goods themselves.

To prevent anyone from getting too much control over any part of the federal government’s power, each branch was given some share in the other branches’ powers. This is called what? The federal government created by this compromise is variously called a government of delegated powers and a government of enumerated powers. It’s called a government of delegated powers because all the sovereign political authority it has was given to it by the states, whose power it was originally. This understanding was clearly expressed by the Supreme Court in a 1947 ruling, where it noted. It’s called a government of delegated powers ただ、こちらの文章はcompromise(妥協によって作られた)、と言っているのに対し、質問文はTo prevent anyone from getting too much control over any part of the federal government’s power(連邦政府の権限のいずれかの部分を誰もが制御できないようにするため)となっていて、若干言っていることが違うかな…

The lavender scare refers to a witch hunt and the mass firings of gay people in the 1950s from the United States government. It paralleled the anti-communist campaign known as McCarthyism and the Second Red Scare. Gay men and lesbians were said to be security risks and communist sympathizers, which led to the call to remove them from state employment. The Lavender Scare was fueled by postwar fears that the U.S. was in a state of moral decline, dominated by a new class of powerful government bureaucrats, and threatened by communism. ⇨The lavender scare refers to a witch hunt and the gay people.

Later in this book I will describe information gained from other sources. Twelve old people in the sample were kind enough to keep a diary of their activities for a week in the spring of 1955. Four of these diaries are reproduced in an appendix. Special surveys were made of the social and family background of old people seeking help from the social services: a sample group of some 200 people originating in East London who spent the last period of their lives in L.C.C homes; and finally, 400 people being visited by home helps in Bethnal Green. The object of these surveys was, first, to explore the respective functions of relatives and of the social services in helping to meet the needs of old people, and second, to pinpoint those groups who make the heaviest demands on statutory and voluntary provision. In presenting the results I have tried throughout to keep individual people in the forefront. The research worker is so anxious to establish patterns, uniformities, and systems of social action that he is tempted to plan questionnaires that can be filled in simply and to confine his report largely to classificatory lists and tables of statistics. The uniqueness of each individual and each family is probably the fundamental difficulty about this. However those to be studied are selected, whether on grounds of likeness in age, situation, occupation, or class, once one meets them and behavior, relationships, attitude and interpretation. Standard questions, prepared beforehand, mean different things to different people; they are sometimes appropriate, sometimes inappropriate; by themselves they do not provide an adequate means of thoroughly investigating subjects as complex as this. Before one can apply or interpret the reliability of answers to set questions, one needs a fair idea of the most important relationships, activities, and characteristics of each person approached, important, that is, as they are judged by him. Too many of the principal features of social life might otherwise be missed or misrepresented. Although I believe with conviction that the methods of interviewing should be flexible and that reports on social research should convey the quality and diversity of individual and social behavior, I am not suggesting that the search for patterns of behavior, through statistical analysis and correlation, is not important. I am submitting only that once a social inquiry moves beyond simple description and measurement, for instance, of facts of a basically demographic kind, the build-up of statistics and indices of behavior becomes a subtle and complicated process that can only proceed in the context of a wide knowledge of the societies concerned. And such knowledge cannot be gained unless there is direct and continuous acquaintance with the people who are being studied.

Does the Earth have the natural resources to support this many people? Unfortunately, the answer to this question depends on information we don't have. For example, we don't know how people will choose to live in the future. We don't know what their standard of living will be. We also don't know what new technologies will be available in the future. We do know that the Earth's natural resources are limited. Fresh water, for example, is crucial for health and food production. However, more than 97% of the water on Earth is salt water, which is poisonous to both people and crops. Only 3% of the water on Earth is fresh water, and three quarters of that fresh water is frozen at the North and South Poles. Today, the demands for fresh water is greater than the supply in roughly eighty countries around the world. By 2025, scientists predict that forty-eight countries will have chronic shortages of water. At present, disalinization, or the removal of salt from salt water, is not a solution to the shortage of fresh water. It takes a lot of energy to remove the salt from ocean water, and that makes the disalinization process very expensive.

Sometimes this decision is straightforward. A proposal of a marriage, and an acceptance or refusal. But sometimes life is less well defined than that and the decision is made by the soul, it is made in the depths unconsciously. By you or by him. You may feel you have had enough of this particular man, or karma for one life for example and your spirit may withdraw because of pain when you could have struggled on perhaps and changed the ending to the story. Or you may unconsciously behave in such a way that he is the one to end the relationship against your will. Life is complicated, and the stars only really sketch this life, you add your own complications to become woven into the destiny This can be said of all relationships of course, not just your own. But it is right to state it. Some people hear the word soul mate and they assume that nothing can ever go wrong. That is not so. What I promise you is a future, it is up to you and him to make it happy or sad, short or lasting.
