#1です。捕足です。  old foes は宿敵ですが「アメリカ合衆国」です。  many challenges to overcome と遠回しに言っていますが、キューバを逃れてアメリカに避難した、元地主、元富裕層を指し、その票を得るために、躍起となっていて今米国議会の多数を握っている共和党のことです。  だから規制緩和の兆しは民主党のオバマさんだから可能だったが、まだこれからが大変だ、「これに反して」=逆接です)、キューバは、古くからの問題を喜んで処理する用意がある、という意味だと思います。

 逆接は、宿敵の方は、多くの克服すべき障害を抱えて(困って)いる、しかし我々キューバの方はこれを喜んで克服する用意がある、  と言う対比だから別に問題はないと思います。
