文法的な間違いではなく、意味的におかしいんだと思います。 offerは、相手に対して有利な条件の申し出、相手のお願いに対してこちらが何かしてあげるというような内容を指します。 この場合、こちらが相手に仕事をお願いする立場なので、request。もしくは、業者にお金を払って仕事を依頼しているのであれば、orderのどちらかですね。
