オバマ大統領の記事を読んでいたら、次の文章に突き当たりました。 <President Obama on Thursday offered security assurances to Japan, but  he stopped short of siding with Tokyo over islands that are also claimed by China.> このなかの ”stopped short of siding with Tokyo ”を訳して下さい。 (何となく、東京の味方にはならなかった、というような意味になるのかな、と思っていますが)

stop short of doing で「~する前に止める」=>「~するには至らない」という意味です。 中国も領有を主張している(尖閣)諸島について、日本側(の主張)に与するには至らなかった

stop short of ~で「~の寸前で止まる」から「~するまではいたらない」 だからおっしゃるように、 中国も(領有権を)主張する諸島(尖閣)について日本の側につくまではいたらなかった。
