 #1です。  #3 go_urn様の見事な訳を見て、自分の勘違いに気が付きました。  onceをsaidに掛かると思ってしまったのですが、is establishedにかかっていて、once節と対応する主節の二つの文を、Fujimura saidしたんですね。  これなら時制についてもすっきりします(主節の時制に合わせないタイプの用法ですね)。  #1は大チョンボです。当時、藤村議員は官房長官だったのかもしれません。私ではちょっと思い出せませんが、これだけの名訳をされるのですから、おそらくそうなのでしょう。  質問者様におかれましては、#3 go_urn様の訳をご採用くださいますよう、また#1のへぼな回答はお忘れくださることも併せてお願い申し上げます。

細かいところの日本語訳はお願いします 藤村(議員?)によると、the new nuclear regulatory agency が設立された時点で(設立されれば)、政府は、暫定安全基準を使用して作られた前回の再稼働決定に基づいて、再度状況判断をする、とのこと the situationについてはこの文の前に記載されてませんか これだけではわかりません 英文もそんなにいい文とは思えませんが

 藤村衆議院議員が、いったんは原子力規制庁新設の準備が整ったと発言したものの、政府は暫定的な安全基準に基づいた、前回の再稼働決定を見直すとしている。 ------------------------------------  たとえば橋下大阪市長は、責任の所在などの面を気にして、正規の手続きにこだわっての再稼働反対論も唱えていたわけで、藤村氏はそれに対して原子力規制庁が間もなくできると発言して対抗したようです。  しかし、政府としては、いったんゴーサインを出した再稼働が、中途半端なストレステストといった暫定基準に基づいているため、そこを突かれるとまずいと判断たのでしょう。  そこで、再稼働の安全性について、再評価を行うという政府決定に落ち着いたという経緯を語っているのではないかと思います。
