どなたか教えてください。
Define equal rights. Then, identify and explain two examples of how the United States has advanced toward its ideal of equality as well as two examples of how the United States remains short of its ideal. Finally, explain why one emerging group(of your choosing) currently seeking equal rights is likely to have the most difficulty advancing their goals. こちらの相談箱で日本語に訳してもらったあとに答えを探し出しました。最初のDefine equal rightsとtwo examplesはどうにかして探し出したので大丈夫なのですが、どうしても最後の質問が分かりません。 どなたかアメリカの政治に詳しい方、回答をよろしくお願いします。

以下の英文を読んだ上で私の解答に答えてくだされば幸いです。 In no branch of social and economic development was the United States so far behind Europe as in its roads 質問1:この英文は、比較の対象はAmericaとEuropeで、比較の軸が「in its roads」と「in no branch of social and economic development」ですよね？ 質問2:倒置しない文で書き直すとThe United States was not so far behind Europe in ANY branch of social and economic development as in its roads.のようです。（以前僕がこの英文について質問したときに、そのように書かれていました） 比較の軸について、以前この英文について質問した時、in its roadsとin ANY branch of social and economic developmentと解答されてました。通常、比較の軸は、so（as）...asの「...」の中に置かれるはずです。後者については、「...」の中にありますが、前者はありません。 比較の軸in its roadsが「...」の中にないのは何故ですか？ 質問3：僕は、質問の例文について、ものすごく不自然に感じるんです。何故かといえば、so（as）...as～の「...」中に、比較の対象であるin its roadsがないからです。 また、最後のas以降は、Europeがあるべきだと思うんです。（比較の対象はAmericaとEuropeだから、比較の対象であるEuropeが最後のas以降にこないのは不自然。最後のas以降に比較の対象がくるはずです。） つまり、僕が自然に感じる文は、In no branch of social and economic development was the United States so far behind in its roads as Europeなのです。これではだめですか？
