that は先行詞ではないでしょうか。that I tell them 「私が彼らに言うこと」(that=the thing)で、もう一つの文 How do you know if you haven't gone home and tried it he said 、この文は倒置構文で本来の形は　he said "How do you know if you haven't gone home and tried it" to that I tell them 「彼は私が彼らに言うことに対して、もし帰宅して試していなかったとしたらどうやってわかったんだと言った」で、この to that　I tell them が文頭に出たものと考えられます。

that(those) はよく単独で先行詞として用いられます。また say～to that 「それに対して～と言う」
