mostはfvorableを最上級にしているわけでfavorableの前に来るのは当然ですが、たぶんご質問の主旨は、なぜfavorableという形容詞がconditionsの後ろに来ているのか、ということではないでしょうか。そうだと考えて説明すると、一般にある名詞を説明（修飾）するときには、修飾する部分が名詞の前に置かれる場合と後ろに置かれる場合があります。その区別の考え方として、一つには、この場合のinernal and externalのように短い形容詞の場合は前でいいのだが、長くなると後ろにつく傾向があるということがあると思います。the boy who....みたいに関係代名詞の節で修飾する場合もそうです。問題の文の場合は、前に付いているinternal, externalという形容詞がfavorableとは性質が違うことと、favorableはそれに続く部分があって初めて意味をなすのにその続く部分が長いというために、後ろに回っている、ということになります。くどいですがあえて文法的に説明するとそうなると思います。 それとconditionsは、ここでは「状態」というよりも「条件」の意味だと思います。
