This car cannot pass JEVIC test, because the fuel level indicator(meter) has been replaced as the original one got broken. There is no probblem with Runs & drives.
でどうにか通じるかと思います。 ただ、「Runs and drives」は特定の用語だという仮定で、そのまま使いました。
