Now this power to do thingsがSでcarriesがV で、Oが、 instructions です。 つまり、SVOです。 Now this power to do things carries no instruction with it. The instruction supposed to explain the use of it, whether it is used for good or evil. と書き換え可能です。 最初の文章が、元の文章の本来の型だと思います。 二番目は、取扱い説明書の解説をしています。最初の文章はその部分まで一つにまとめたため、理解しずらいのだと思います。

with it が挿入された形の第３文型ですね。 Now this power to do things carries (with it) no instructions on how to use it, either for good or for evil. 抜いちゃえば、シンプルになりませんか。

no instructions on how to use it が carry の目的語になるのではないでしょうか。ですから、正しくは with it はその後に来るべきなのですが、あいにく either 以下が来ているのでその間に置くと紛らわしいので前へ出したということなのではないでしょうか。

Now this power to do things carries with it /no instructions on how to use it, (either for good or for evil.) さて、実行するこの武器(=power)は、使用方法が（一緒に=with it)どこにもない。よい事に使うにしろ、悪事に使うにしろ。 というような感じでどうでしょうか？ Power が、instruction を carry していない。後半部分はinstructionに関する解説(how to use）そして、その目的(good or evil) です。
