和訳をお願いします。

Japanese Prime Minister Yoshiro Mori,who pledged over 15 billion dollars' worth of aid for IT development over the next five years and three billion dollars' worth of aid for the control of infectious diseases, declared the event to have been concluded successfully. 上の文なんですが、who節の訳し方がさっぱりです。dollarsに'が付いてたり、overがあの位置にきてたりと全然わかりません。どうしてそういう訳し方になるのかも添えていただくとありがたいです。

「～dollars/pounds/yen worth of 名詞」は日本語の「～相当の・・・、 ～分の・・・」にあたる表現です。dollars'/pounds'/yen'sのように アポストロフィをつける方が文法的なはずなのですが、実際の用例では ’が付いたものはまれです。 確かにA of B→「BのA」と考えますから、worth of～を「～の価値」と 思いたくなりますが、～ worth of...で「～相当の・・・」という 言い回しなのだと覚えて使えるようにしてしまいましょう。 ～　of ...が必ずしも「...の～」とはならない表現は他にも色々あり ますが、例えば、次の二つなどはもう全然気にならないでしょう？ a lot of books たくさんの本 what kind of music どんな（種類の）音楽

先に述べていただいた皆様にも重ねて御礼申し上げます。 最初の質問に書き忘れていたのですが、私が一番引っかかっていたのは、 worth of aid のofです。A of B とあったら日本語ではＢのＡ、と訳すと頭にあってどうも割り切れません。回答していただいたのに申し訳ないのですが、ofの部分について詳しくお教え願います。

まず、一つ目のoverですが、「～以上」という意味ではなくて「～に関して」という意味です。だからpledge overで「～に関して約束する」となります。二つ目のoverは、「～にわたって」という意味です。 次に、dollars'の 'ですが、これは「～の」という意味の 'sと同じで、前の名詞がsで終わる場合、s'sとはならずにs'となります。 以上をふまえて、who節だけを訳すと（分かりやすいように直訳します）、 「向こう５年間にわたるIT開発に１５０億ドル相当の援助、及び伝染病の抑制に３０億ドル相当の援助に関して公約した」となります。これが下地の訳で、あとは、あなたが一番分かりやすいように表現するのです。 あともう一つ、最後の所のbuminさんの訳は間違っています。 the eventが何を指しているかこの文だけでは判断できませんが、ここの訳は、「the event が成功に終わったことを公表した」という意味です。
