them= BHP & Rio、suspect=疑う BHP/Rio が合併することが Chinalco, Alcoa の不利益になる、というsituation。 USA 当局が BHP/Rio に対して aluminum assets の一部を Chinalco, Alcoa に渡せと指示するかしないか、に関して評論家 (analysts と M. Komesaroff) の意見が分かれている。

force は普通人間に対して使われるので、them は、少なくともものではないと感じます。 やはり、KappNetsさんが言われているように、them= BHP & Rioでしょう。
