この英文の訳し方がわかりません。
1、When you are working until 7 or 8 at night it is kind of hard not to do all of the things you don't get a chance to do during the week. ２、When you expect people to spend the bulk of their day working, you have to allow them some time to attend to personal needs--as long as the employees exercise discretion and do not abuse it. 上記の二つの英文の訳がわかりません。 これはアメリカで行われた、仕事中のインターネット利用にかんする調査での応答の一部らしいです。 ネット翻訳をつかったり、自分なり訳そうと試行錯誤してみましたが、ちっとも意味がわかりませんでした。 どなたか、訳せる方いらっしゃいましたら、是非この意味を教えてください……m(_ _)m

こんにちは。わかる範囲でやります。 (1)の文は、いろいろと省略があると見ました。全部補って見ます。あと、勝手にカンマも入れてみました。 When you are working until 7 or 8 at night it is a kind of hard work, not to do all of the things that you don't get a chance to do during the week. itはwhenの副詞節の内容を指す。not to do以下は「～しなかったとしても」（譲歩）の副詞用法。省略を補った関係代名詞thatは後ろのdoの目的語。 「仮に今週の残務（やる機会がなかったもの）全部はやらなかったとしても、７時や八時まで働いていればハードワークといえる。」 (2)構造は平易です。言葉遣いが耳慣れないだけでしょう。the bulk ofはthe most ofと言い換えてください。あと、exercise (one's own) discretionは「自己判断で適切に行動する」なのでand以下はただの付け足し。同じ意味なので訳さなくていいでしょう（ちなみにit=discretion）。 「もし従業員に一日のほとんどを仕事に費やしてほしいなら、彼らが常識の範囲内で振舞う限り、多少の時間は個人的用事に充てるのを許可すべきだろう。」

1. 夜の７時や８時まで仕事をしていると、日ごろチャンスがなくてできないことをやってしまうのはいたしかたのないことだ。 ２．ひとに長時間（長い時間を割いて）働いてもらうことを期待するとき、彼らがその間少しの時間を個人的な用事にさくことは、彼らが慎重な姿勢をとり仕事に悪影響を及ぼさない限り我慢しなくてはならない。 あまりうまく訳せませんが…<(_ _)> 要は、従業員に長時間働いてもらうとき、息抜き程度に日ごろチャンスが無くてできなかったこと（たぶんオンラインショッピングとかカードの明細を見るとかetc）を仕事中にするのは、仕事に支障が出ない限りある程度我慢しなくてはいけないとかそういうことだと思います。

英文解釈の参考書に It is not a question of what you can do but of when you can do it. (君に何ができるかではなく、それができる時期が問題だ。) とありました。 私は、 It is a question of what you can do but of when you can do it. という英文を作ると、上述の和訳の意味になるような気がしてしまうのです。なぜ、最初に書いた英文が、その直後の和訳になるのでしょうか？
