1は,artist()さんの回答と同じ意見です。 ... possible is the universal の is が省略されていると考えます。ですから,1はartist()さんと同じように捉え, 「富が力であり,できる限り豊かになることが野心の普遍的な目的である以上,それ(富)を得ることはだれにでも公平に開かれているべきだというのは,まことにもっともなことだ」だと考えます。 2は,We cannot wonder (1)〔that he should have no conception of the value or merit of what is now called picturesque gardening〕,(2)〔as he was so extremely short-sighted that he never saw a rural landscape in his life.〕と,解釈します。(1)がWe cannot wonder(~は驚くにあたらない)の目的語で,(2)は付け加えられた理由です。(2)の中は so ... that ~ (とても...なので~だ)になっています。 ですから,2の意味は次のように捉えました。 「彼には,現在では美しい庭園などと称されているものに対する価値や意義の観念が少しもなかったということは,全然驚くにはあたらない,なぜなら,彼はあまりに近視的な見方しかできなかったので,生活の中の田園風景など全く目に入らなかったからである。」

1、2ともに単語が抜けてませんか? 1)possible と the の間に is が入るとすると、 「富はパワーであり、得られるだけ富を得ることは普遍的に大望の 対象であるので、それを達成するまでの道のりは分け隔てなく すべての人に開かれるべきであるというのが、事実最適なのです。」
